NY charity finds shelter for homeless in Hamptons

(AP) ? It's not so easy to spot the homeless in the Hamptons in the summer, when celebrity A-listers fly in by helicopter and Wall Street whizzes drive out in their Jaguars and Lexuses.

It's not that the homeless don't exist in the string of famously exclusive waterfront communities on the eastern end of Long Island ? they just blend in more easily when it's warm.

Some landscape laborers curl up in barns with the mowers and leaf blowers. Others, who struggle with mental problems or drug and alcohol issues, live in tents deep in the Long Island woods. Then there are those with minimum-wage jobs who simply can't afford prohibitive Hamptons rents and live in their cars.

But when the November winds blow and the mercury plummets faster than falling leaves, several dozen are given refuge by an organization called Maureen's Haven.

"Essentially, in its purest form, we exist to prevent homeless adults from freezing to death during the coldest winter months," said Tracey Lutz, executive director of the privately funded charity founded about a dozen years ago to provide a place to stay and a warm meal for those unwilling or unable to avail themselves of government-run shelters.

The charity works with a network of churches in eastern Long Island to open their basements and auditoriums on a rotating basis throughout the week, staffing the facilities with volunteers. Some churches accommodate several dozen, while others take in just a handful of people nightly. It isn't fancy, but it's a warm meal and a place to sleep.

As many as 50 people each night begin gathering at a modest house in a neighborhood in Riverhead, the nearby seat of Suffolk County, where Maureen's Haven runs the only private homeless shelter on the East End. Lutz says the homeless, including a small percentage of illegal aliens who are barred from seeking county assistance, undergo screening before being permitted to board vans that take them to a designated church for the evening.

Bags are searched daily for drugs or alcohol. Participants also must adhere to a code of conduct, which includes no fighting and no weapons of any sort.

Anyone who fails to pass muster at Maureen's Haven, which also bans registered sex offenders, are referred to the Suffolk County Department of Social Services, which provides emergency shelter for as many as 500 families and several hundred individuals nightly at dozens of locations.

Many of those who turn to Maureen's Haven say they are native "East Enders" reluctant to travel as far as 50 miles across the vast island from their home turf for a warm bed, Lutz said. They "prefer to remain in their community rather than be placed wherever the county has a bed," she said.

Jennifer Sulzer, a 37-year-old mother of four teenage sons who currently live with relatives, said medical problems have prevented her from working. She said she has been using Maureen's Haven on and off for the past four years.

"You're around people who are loving and have compassion," said Sulzer, who once had an apartment in Riverhead.

Michael Kline, 43, says he spent more than three years living in the woods after his career as a carpenter building store interiors fell apart because of drug problems. He is currently unemployed.

"I went from Park Avenue to park bench," said Kline, who said he attends an outpatient drug treatment program for three hours a day. "This place has given me the ability to go to treatment every day. If I was out there tonight in the rain, the last thing I would want to do is get up tomorrow morning and go sit in group for three hours."

Lutz said the Great Recession changed the face of homelessness across the country, including the Hamptons.

"We might want to believe that people are homeless because they're drug addicts and they're mentally ill and they're criminals and all these other things and therefore it's their own fault," she said. "We can't necessarily hold onto that for much longer. Because it's a fantasy."

She said she sees clients who work in local drugstores and restaurants but just can't make ends meet, especially in a region where an omelet in some restaurants can cost as much as $30.

Forbes magazine this year named the village of Sagaponack in Southampton as the fourth-richest ZIP code in America, with a median home price of $4.1 million and a median income of $103,000, according to census figures.

Many of those who have vacation homes in the Hamptons, however, do not necessarily identify themselves as local residents for the purposes of the census and other data.

Suffolk County officials said this month that 20 Southampton families were being provided emergency shelter in one of its group homes, but noted the figures are constantly in flux. Suffolk listed 55 families in the town of Riverhead being housed in shelters.

"They're working at Rite Aid and they're working at Friendly's; they're not making enough money to put a roof over their head,' Lutz said. 'They're making enough money to sort of buy some of the things that they need, so they come here so that they have a safe place to sleep.'

Maureen's Haven operates on an annual budget of $340,000, much of which comes from private donations. Its offices feature several tables with computers where homeless clients can look for employment and available housing during the day.

Joann Piche, chairwoman of the Maureen's Haven board of directors, said she understands it may be difficult for some to think of the Hamptons as a place where the homeless need help.

"The privet hedges, the beaches, the resort community, the gigantic homes that are used 12 weekends out of the year," she said. "Every time I drive past one of these homes that for the most part are empty, I'm thinking, wow, how many people could we house in this place?"

New Toshiba camera sensor lets you refocus after you take the shot, plans to launch in smartphones and tablets next year

Hoping for some after-the-fact focusing in your next smartphone camera? Well, you'll have to wait around a year, but Toshiba's planning exactly that with a new module that houses an array of 500,000 tiny lenses. Within a 1cm-thick unit, these lenses are layered in front of the camera sensor, which can capture slightly different images from each lens arrangement. Those picture can then be combined in a "complete" picture using Toshiba's own software. Apparently, the camera will also be able to measure the distance between objects in the shot -- similar to how 3D images are captured -- with the user then able to shift focus between close and distant detail, or even create images that are in-focus throughout. Toshiba says the module will also be able to capture video with a similar degree of focus management -- something that Lytro hasn't got around to just yet. The sensor is still a work in progress, but the manufacturer plans to commercialize the module before the end of 2013. Toshiba is looking to ally itself with multiple smartphone (and tablet) makers -- and here's hoping that it finds its way into a device outside of Japan.

Poor reading skills tied to risk of teen pregnancy

NEW YORK (Reuters Health) - Seventh grade girls who have trouble reading are more likely to get pregnant in high school than average or above-average readers, according to a new study from Philadelphia.

Researchers found that pattern stuck even after they took into account the girls' race and poverty in their neighborhoods - both of which are tied to teen pregnancy rates.

"We certainly know that social disadvantages definitely play a part in teen pregnancy risk, and certainly poor educational achievement is one of those factors," said Dr. Krishna Upadhya, a reproductive health and teen pregnancy researcher from Johns Hopkins Children's Center in Baltimore.

Poor academic skills may play into how teens see their future economic opportunities and influence the risks they take - even if those aren't conscious decisions, explained Upadhya, who wasn't involved in the new research.

Dr. Ian Bennett from the University of Pennsylvania and his colleagues looked up standardized test reading scores for 12,339 seventh grade girls from 92 different Philadelphia public schools and tracked them over the next six years.

During that period, 1,616 of the teenagers had a baby, including 201 that gave birth two or three times.

Hispanic and African American girls were more likely than white girls to get pregnant. But education appeared to play a role, as well.

Among girls who scored below average on their reading tests, 21 percent went on to have a baby as a teenager. That compared to 12 percent who had average scores and five percent of girls who scored above average on the standardized tests.

Once race and poverty were taken into consideration, girls with below-average reading skills were two and a half times more likely to have a baby than average-scoring girls, according to findings published in the journal Contraception.

Birth rates among girls ages 15 through 19 were at a record low in the U.S. in 2011 at 31 births for every 1,000 girls, according to the Centers for Disease Control and Prevention. But that rate is still much higher in minority and poorer girls than in white, well-off ones, researchers noted.

And in general, it's significantly higher than teen birth rates in other wealthy nations.

Teen pregnancies are a concern because young moms and their babies have more health problems and pregnancy-related complications, and girls who get pregnant are at higher risk of dropping out of school.

Upadhya said the answer to preventing teen pregnancy in less-educated girls isn't simply to add more sex ed to the curriculum.

"This is really about adolescent health and development more broadly, so it's really important for us to make sure that kids are in schools and in quality educational programs and that they have opportunities to grow and develop academically and vocationally," she told Reuters Health.

"That is just as important in preventing teen pregnancy as making sure they know where to get condoms."

(AP) ? The ex-con who lured firefighters to their deaths in a blaze of gunfire left a typewritten note saying he wanted to burn down the neighborhood and "do what I like doing best, killing people," police said Tuesday.

Police Chief Gerald Pickering said Tuesday that 62-year-old William Spengler, who served 17 years in prison for the 1980 hammer slaying of his grandmother, armed himself with a revolver, a shotgun and a semiautomatic rifle before he set his house afire to lure first responders into a death trap before dawn on Christmas Eve.

Two firefighters were shot dead and two others are hospitalized. Spengler killed himself as seven houses burned around him Monday on a narrow spit of land along Lake Ontario.

One of the weapons recovered was a .233-caliber semiautomatic Bushmaster rifle with flash suppression, the same make and caliber gun used in the elementary school massacre in Newtown, Conn., Pickering said.

The chief said police believe the firefighters were hit with shots from the rifle given the distance but the investigation was incomplete.

The two- to three-page typewritten note left by Spengler didn't give a motive for the shootings, Pickering said. He declined to divulge the note's full content or say where it was found, but read one line from it: "I still have to get ready to see how much of the neighborhood I can burn down, and do what I like doing best, killing people."

Pickering said authorities were still looking for Spengler's 67-year-old sister, Cheryl Spengler, who lived in the house with him. Their mother, Arline, also lived there until she died in October.

About 100 people attended an impromptu memorial vigil Monday evening in Webster, a suburb of Rochester. Dozens of bouquets were left at the fire station, along with a handwritten sign that said, "Thanks for protecting us. RIP."

Spengler fired at the four firefighters when they arrived shortly after 5:30 a.m. Monday to put out the fire, Pickering said. The first police officer who arrived chased the gunman and exchanged shots.

Authorities said Spengler hadn't done anything to bring himself to their attention since his parole. As a convicted felon, he wasn't allowed to possess weapons. Monroe County District Attorney Sandra Doorley said Spengler led a very quiet life after he got out of prison.

A friend said Spengler hated his sister. Roger Vercruysse lived next door to Spengler and recalled a man who doted on his mother, whose obituary suggested contributions to the West Webster Fire Department.

"He loved his mama to death," said Vercruysse, who last saw his friend about six months ago.

Vercruysse also said Spengler "couldn't stand his sister" and "stayed on one side of the house and she stayed on the other."

The West Webster Fire District learned of the fire after a report of a car and house on fire on Lake Road, on a narrow peninsula where Irondequoit Bay meets Lake Ontario, Monroe County Sheriff Patrick O'Flynn said.

Emergency radio communications capture someone saying he "could see the muzzle flash coming at me" as Spengler carried out his ambush. The audio posted on the website RadioReference.com has someone reporting "firefighters are down" and saying "got to be rifle or shotgun - high powered ... semi or fully auto."

Two of the firefighters arrived on a fire engine and two in their own vehicles, Pickering said. After Spengler fired, one of the wounded men fled, but the other three couldn't because of flying gunfire.

The police officer who exchanged gunfire with Spengler "in all likelihood saved many lives," Pickering said.

A police armored vehicle was used to recover two men, and eventually it removed 33 people from nearby homes, the police chief said. The gunfire initially kept firefighters from battling the blazes.

The dead men were identified as police Lt. Michael Chiapperini, 43, the Webster Police Department's public information officer; and 19-year-old Tomasz Kaczowka, also a 911 dispatcher.

Pickering described Chiapperini as a "lifetime firefighter" with nearly 20 years in the department, and he called Kaczowka a "tremendous young man."

Kaczowka's brother, reached at the family home Monday night, said he didn't want to talk.

The two wounded firefighters, Joseph Hofstetter and Theodore Scardino, were in stable condition Tuesday at Strong Memorial Hospital, the chief said. Both were awake and alert and are expected to recover.

Hofstetter, also a full-timer with the Rochester Fire Department, was hit once in the pelvis, and the bullet lodged in his spine, authorities said. Scardino was hit in the chest and knee.

Cathy Bartlett was at a vigil Monday night with her teenage son, who was good friends with Kaczowka. Bartlett's husband, Mark Bartlett, has been a firefighter there for 25 years but missed the call this morning.

"Thank God my husband slept through the first alarm and didn't get up until the second one went off," she said.

The shooting and fires were in a neighborhood of seasonal and year-round homes set close together across the road from the lakeshore. The area is popular with recreational boaters but is normally quiet this time of year.

"We have very few calls for service in that location," Pickering said. "Webster is a tremendous community. We are a safe community, and to have a tragedy befall us like this is just horrendous."

Gov. Andrew Cuomo said the State Police and Office of Emergency Management were working with local authorities.

"Volunteer firefighters and police officers were injured and two were taken from us as they once again answered the call of duty," Cuomo said in a statement. "We as the community of New York mourn their loss as now two more families must spend the holidays without their loved ones."

Webster, a middle-class suburb, now is the scene of violence linked to house fires for two Decembers in a row.

Last Dec. 7, authorities say, a 15-year-old boy doused his home with gasoline and set it ablaze, killing his father and two brothers, 16 and 12. His mother and 13-year-old sister escaped with injuries. He is being prosecuted as an adult.

Japan's policy veteran Motegi likely to serve as trade minister: media

TOKYO (Reuters) - Incoming Japan Prime Minister Shinzo Abe is likely to pick policy veteran Toshimitsu Motegi as trade minister, who will also take charge of energy and other key economic policies, media reported on Tuesday.

Motegi, 57, a former policy affairs chief for the Liberal Democratic Party (LDP), will tackle energy problems after last year's Fukushima nuclear crisis, as well as issues such as the U.S.-led Trans-Pacific Partnership (TPP) free trade pact, public broadcaster NHK said.

Motegi was a leading member of the LDP's panel tasked with drafting an economic revival plan aimed at tackling the strong yen, deflation and preventing Japanese firms from shifting overseas.

The LDP returned to power in the December 16 election for the lower house, calling for radical monetary easing and big spending on public works.

First elected to parliament in 1993 as a member of a small opposition party, Motegi joined the LDP shortly thereafter and has served posts including parliamentary vice-minister for the trade ministry and senior vice-minister for foreign affairs.

Motegi's formal appointment is likely to be made on December 26, when Abe is expected to be elected as prime minister in parliament and form a new cabinet.

Seahawks soar to early lead over 49ers

SEATTLE (AP) ? Marshawn Lynch scored twice and Richard Sherman returned a blocked field goal 90 yards for another touchdown to give the Seattle Seahawks a 21-0 lead over the San Francisco 49ers early in the second quarter Sunday night.

San Francisco failed to gain a yard on its opening possession and Seattle took the field for the first time with great field position. A good return from Leon Washington on the punt and a personal-foul penalty on Tremaine Brock gave the Seahawks the ball at the 49ers 35.

Two plays later, Seattle struck. Russell Wilson completed a pass to Zach Miller for 11 yards and Lynch ran for 24 yards for a touchdown.

On the first play of the Seahawks' next series, Wilson connected with Doug Baldwin for a 46-yard gain on a juggling catch to move back into San Francisco territory. Wilson then connected with Lynch out of the backfield for a 9-yard stroke. It was Lynch's first receiving touchdown since Nov. 27, 2011, against Washington. It was only the second time this season the 49ers have allowed 14 points in the first quarter.

San Francisco finally mounted its first substantial drive into Seahawks' territory. A personal-foul penalty against Kam Chancellor moved San Francisco into the red zone. A third-down pass from Colin Kaepernick to Michael Crabtree went through Sherman's hands, forcing a field goal try.

On the third play of the second quarter, defensive end Red Bryant and got his right hand up to block David Akers' 21-yard attempt. The ball caromed sideways and bounced perfectly to Sherman, who scooped up the ball and ran 90 yards untouched to give the Seahawks a 21-0 lead.

Apples and Oranges . . . The Fruits Of Your Labour - UK Business ...

Christmas is almost upon us yet again. It seems the older we get the quicker the years fly by.

The 1940's was a devastating period in history with WWII creating havoc and hardship for all. The 1950's and early 1960's were equally tough times and was the period of my childhood.

Luxury goods were not only hard to get, they were the stuff of dreams for most. Christmas for my younger siblings and me was always made enjoyable with the love of my parents and relatives but we were lucky if the sum total of our gifts included more than a stocking apiece hung from the mantelpiece, and crammed full with goodies such as an apple, orange, assorted hard nuts, a few sweets or small selection box of chocolate bars, and maybe a dinky toy. In latter years we would be excited to find a separate 'main' present such as a jigsaw puzzle, small train set, or an action man (doll, in the case of my sister).

Although very harsh those early years of my childhood were some of the fondest and happiest times I recall. Who would have thought that an apple, an orange, and some nuts could bring such a beaming smile to a young child's face.

Fast forward to the present day and children still have an apple and an orange at Christmas, but it's an Apple computer or tablet, and an Orange mobile phone that cost hundreds.

What's the point of this recollection?

Could you ever imagine a humble eating apple or large juicy orange inspiring or enabling you - as a child - to achieve business success? Back in those days there were no computers, no internet, and old fashioned public payphones were the order of the day for most. Yet, incredibly, some came through those hard times to achieve global business success, whilst many more tasted it on a lesser level.

Today's budding entrepreneurs have grown up in the age of the computer and internet, in the age of the mobile/smart phone, and in the age of unlimited opportunity. In other words it's handed to them on a plate.

In an instant you can contact the four corners of the world either verbally by phone, or electronically online. With only the knowledge of a product or service that you have taken the time to acquire, you can have a website, email, blogs, YouTube, Facebook, Twitter, forums, and a thousand other ways of telling the whole world what you have to offer. All in an instant.

So when I hear so many people today complaining that they can't do this and can't do that, a wry smile creeps over my face. I had an apple and an orange that tasted lovely but were soon gone. You have an Apple and an Orange that are your window to the world, and ????'s.

4 Awesome Things You Didn't Know The Sun Was Doing For You

First of all...

Ever ventured outside your house for one reason or the other (presumably to get a better view of a girl's behind, I wouldn't know) and found yourself face-to-face with scorching, white hot, egg-frying sunlight? Yes, I know how you felt - we've all been there. You probably started wishing the sun would melt into obscurity or something at that awkward moment. Well I'm here to convince you cuz, that you need the sun more than you think you do. Moving on, did you know that the sun...

4. Kills bacteria in the air
Some lighter-than-air organisms such as floating bacteria and mould would form a big part of the very air we breathe in, except for our good friend, the sun. The heat radiating from the sun dries out and kills these stuff before they get to our fine noses and into our even finer lungs.

3. Makes us more healthy
That's right people! Getting a sexy hue of brown (or red) isn't the only thing we benefit from splaying our beautiful bodies under the sun. Scientists (you know, people that peek into microscopes for a living) have conducted their oh so efficient studies, and found that early morning sunshine catalyses the skin to produce a much needed kind of steroid vitamin called Cholecalciferol (vitamin D for the lay man).

2. Cooks food for us
Have you ever walked along a road, hand-in-hand with your newest conquest, and just happened to be upon a ripe, succulent fruit and couldn't resist taking a bite? You may help yourself, I'm not trying to stop you, I'm just saying you should at least look up to the sun and whisper a silent "Thank you" as you munch away. And no, I'm not telling you to worship the sun either. Now you may be wondering, why the sun? Why yes, the sun because it literarily 'cooks' all the fruits and leaves we eat for us.
This occurs through a process scientists call Photosynthesis (God, those guys!), which is essentially using the greenish matter in leaves, called chlorophyll (You keeping up with these names?) and a gas called oxygen to produce carbohydrates, which is essentially a complex sugar. This is in turn stored in fruits as it is produced, where they undergo a very slow fermentation to form the ripe, succulent fruits we love so much.

Phillies finalize one-year deal with Lannan

PHILADELPHIA (AP) - Pitcher John Lannan and the Philadelphia Phillies have finalized a $2.5 million, one-year contract.

The 28-year-old lefty was 4-1 with a 4.13 ERA in six starts for the NL East-champion Washington Nationals this year. He also made 24 starts for Triple-A Syracuse, going 9-11 with a 4.30 ERA.

Lannan's deal includes performance incentives. He gets $200,000 each for 150, 160, 170, 180 and 190 innings, $250,000 each for 200 and 210 innings and $250,000 for 31-34 starts.

Lannan is 42-52 with a 4.01 ERA in 134 games - all starts - in six seasons for Washington. He was 3-13 with a 5.53 ERA against Philadelphia, 39-39 with a 3.80 ERA against the rest of the majors.

The interior of an animal cell is like a small city, with factories?called organelles?dedicated to manufacturing, energy production, waste processing, and other life functions. A network of intercellular "highways," called microtubules, enables bio-molecular complexes, products, and other cargo to move speedily about the cell to keep this vital machinery humming. A new paper published online in the journal Proceedings of the National Academy of Sciences sheds new light on how cells manage to keep traffic flowing smoothly along this busy transportation network that is vital to the survival of cells and whose failure can lead to a variety of diseases, including Alzheimer's and cancer.

The study, "Motor transport of self-assembled cargos in crowded environments", is co-authored by Jennifer Ross, assistant professor of physics at the University of Massachusetts Amherst, Erkan T?zel, assistant professor of physics at Worcester Polytechnic Institute (WPI), and Leslie Conway and Derek Wood, graduate students of physics at UMass Amherst. It examines how proteins called motors (the trucks of the intercellular transport network) cooperate to minimize traffic jams and maximize the distance traveled by cargos.

In the study, the researchers used quantum dots (nanometer-sized semiconductors that reflect brightly in microscopy images) as cargo. In the laboratory, they attached these tiny cargos to individual motor proteins and then allowed those proteins to attach to a microtubule. Motor proteins are able to "walk" along microtubules by attaching and detaching parts of their structure to the microtubule, much like the hand-over-hand motion of a person climbing a rope. The researchers observed how the quantum dots moved along the microtubule as they created more and more traffic by adding more and more motor proteins to the highways of this simplified transportation system.

They found that the dots moved more slowly as the traffic increased, but that they were able to travel farther before becoming detached from the microtubule. They also observed the pausing of the quantum dots, with the number of pauses increasing, but the length of the pauses decreasing, as the concentration of motor proteins is increased. The authors hypothesize that as the concentration of motor proteins increased, several of them became bound to each quantum dot. Much like trucks driving side-by-side down a multilane highway, the motor proteins likely became attached to different protofilaments along the microtubule (microtubules are made of 13 parallel protofilaments arranged into a hollow tube).

As an individual protein encountered an obstacle (another motor protein, for example), the motion of the dot would pause until the force exerted by the other proteins attached to the dot caused it to become detached from the blocked protein. The greater the number of proteins pulling the dot along the microtubule, the greater the force acting on it and the more quickly it would become detached from blocked proteins (and thus, the briefer the pauses in its forward motion).

In this way, motor proteins were able to cooperate to move cargo around roadblocks and to keep cargo attached to the microtubules despite heavy traffic, T?zel says. "This is the first study to really look at the operation of the intracellular transportation system crowded conditions that are typical of living cells," he noted.

"It is important to understand how this system works and what can keep it from functioning properly because it is vital to the survival of all animal cells and motor proteins that make many fundamental biological processes, such as cell division, possible," he adds. "When the transport mechanism fails to work properly, it can lead to a variety of illnesses, including neurodegenerative diseases like Huntington's and Alzheimer's, and to cancer."

Fed links interest rates to 6.5 pct. unemployment

WASHINGTON (AP) ? The Federal Reserve said Wednesday that it plans to keep interest rates ultra-low even after unemployment falls close to a normal level ? which it thinks could take three more years.

For the first time, the Fed made clear to investors and consumers that it will link its actions to specific economic markers. As long as inflation remains tame, the central bank said it could keep key short-term rates near zero, even after unemployment returns to a more typical rate.

Previously, the Fed said it expected to keep interest rates at record lows at least through mid-2015. Now it expects rates to stay low at least until unemployment drops below 6.5 percent ? a threshold the bank believes may not be crossed until the end of 2015.

Analysts said the Fed's new guidance will make it easier for companies, investors and consumers to make financial decisions because they will have a clearer grasp of when borrowing costs will begin to rise.

"This approach is superior" to setting a timetable for a possible rate increase, Chairman Ben Bernanke said at a news conference after the Fed held a two-day policy meeting and issued a statement. "It is more transparent and will allow the markets to respond quickly and promptly to changes" in the Fed's economic outlook.

Though the Fed's low interest-rate policies are intended to boost borrowing, spending and stock prices, they also hurt millions of retirees and others who depend on income from savings.

Bernanke made clear that even after unemployment falls below 6.5 percent, the Fed might decide that it needs to keep stimulating the economy. Other economic factors will also shape its policy decisions, he said.

Economists regard a normal unemployment rate as 6 percent or less.

"The Fed has become more explicit and more transparent," said Steven Wood, chief economist at Insight Economics. "This should provide the markets with much more clarity around monetary policy action in the upcoming year."

In its statement, the Fed said it will also keep spending $85 billion a month on bond purchases to drive down long-term borrowing costs and stimulate economic growth.

The Fed will spend $45 billion a month on long-term Treasury purchases to replace a previous bond-purchase program of an equal size. And it will keep buying $40 billion a month in mortgage bonds.

Those purchases, and the Fed's commitment to low rates, are intended to spur borrowing and spending in an economy still growing only modestly 3? years after the Great Recession ended.

Still, Bernanke warned that none of the Fed's actions could outweigh the economic pain that would be caused by sharp tax increases and government spending cuts that are set to kick in next month. The standoff between President Barack Obama and Republican lawmakers over how to resolve the "fiscal cliff" is already hurting the economy, in part by reducing consumer and business confidence, he said.

Fed policymakers are hopeful that the crisis can be resolved without significant long-term economic damage, Bernanke said. They foresee slightly faster growth next year and a gradual decline in unemployment.

Bernanke's comments about the impact of the fiscal cliff seemed to raise some concern among investors. Stocks had risen after the Fed's statement was released. But by the end of Bernanke's news conference, market averages were mixed. The Dow Jones industrial average closed down about 3 points. The Standard & Poor's 500 index rose fractionally.

With its new purchases of long-term Treasurys, the Fed's investment portfolio, which is nearly $3 trillion, will swell to nearly $4 trillion by the end of 2013 if its bond purchase programs remain fully in place.

The Fed's plan to keep stimulating the economy at least until unemployment has reached 6.5 percent is intended to reassure consumers, companies and investors about the health of the economy, said Joseph Gagnon, a former Fed official who is a senior fellow at the Peterson Institute for International Economics.

The previous target for any increase in interest rates "sounded gloomy," as if the economy would remain weak until then, Gagnon said.

Specifying an unemployment rate ? one close to a normal rate of 6 percent or less ? makes clear that the Fed will keep supporting the economy even after the job market has strengthened significantly.

"This is trying to get away from that sense of 'Oh, my God, this is all about gloom and doom,' " Gagnon said.

The Fed's new plan to link any rate increase to specific levels of unemployment and inflation mirrors a proposal pushed by Charles Evans, president of the Federal Reserve Bank of Chicago.

Updated forecasts that the Fed released Wednesday illustrate why it thinks it should continue helping the economy. It expects unemployment to remain at least 7.4 percent next year and 6.8 percent by the end of 2014.

It predicts the economy will grow no more than 3 percent next year before picking up to as much as 3.5 percent growth in 2014 and as much as 3.7 percent in 2015.

The Fed said it can pursue the aggressive stimulus programs because inflation remains below its target of roughly 2 percent annually over the long run. The statement said officials think the Fed can keep its benchmark short-term rate near zero as long as its one- to two-year inflation outlook doesn't exceed 2.5 percent.

The statement was approved 11-1. Jeffrey Lacker, president of Federal Reserve Bank of Richmond, objected for the eighth straight time this year. Lacker has said he thinks the job market is being slowed by factors beyond the Fed's control. And he says further bond purchases risk worsening future inflation.

The latest bond-buying program would replace an expiring program called Operation Twist. With Twist, the Fed sold $45 billion a month in short-term Treasurys and used the proceeds to buy the same amount in longer-term Treasurys.

Twist didn't expand the Fed's investment portfolio, it just reshuffled the holdings. But the Fed has run out of short-term securities to sell. So to maintain its pace of long-term Treasury purchases and to keep long-term rates low, it must spend more and increase its portfolio.

The Fed's portfolio totals nearly $2.9 trillion ? more than three times its size before the 2008 financial crisis.

The Fed has launched three rounds of bond purchases since the financial crisis hit. In announcing a third program in September, the Fed said it would keep buying mortgage bonds until the job market improved substantially.

Skeptics note that rates on mortgages and many other loans are already at or near all-time lows. So any further declines in rates engineered by the Fed might offer little economic benefit.

But besides seeking to spur borrowing, the Fed's drive to cut rates has another goal: to induce investors to shift money out of low-yielding bonds and into stocks, which could lift stock prices. Stock gains boost wealth and typically lead individuals and businesses to spend and invest more. The economy would benefit.

Inside and outside the Fed, a debate has raged over whether the Fed's actions have helped support the economy over the past four years, whether they will ignite inflation later and whether they should be extended. But within the Fed, so far this year only Lacker has publicly dissented from the Fed's aggressive actions to aid the economy.

The officials report that as many as eight Scud missiles have been fired over the past several days from launchers in the suburbs surrounding Damascus at areas considered rebel strongholds. According to one official, the U.S. has tracked the Scuds by radar.

The officials say there is no evidence the Syrian military has loaded the Scuds with chemical weapons.

Coombs Dances 4U - The Coombs Hilliers Recreation & Community Organization has a great dance every month. The music featured is either good old Rock & Roll or Country and Western by local artists from Vancouver Island.

Tickets are available at Cranky Dawg Music in Parksville, The Shoe Inn in Qualicum Beach, Back Road Java in Errington, Coombs General Store, Triangle Music in Port Alberni, Jumpin? Java Coffee Oasis at the V.I.U. Campus in Nanaimo and the Meadowwood Store in Bowser.

Cash bar, snacks, coffee, tea and soft drinks available. Come on out and join the fun at the Coombs Rodeo Grounds Hall on Hwy 4A. (Alberni Hwy).
